Roboteralarm made a web page where you can transform images into Commodore 64 images. The web page is in Beta stage but you can drop a jpg or png image on the C64 screen and the image will be converted into a C64 image. You will need a modern web browser such as Chrome, Safari5 or FF4 that is compatible with "canvas". Roboteralarm is now working on gamma boost for the color palette and PDF creation.
